Since one year there exists a Englisch version with varying contents - DRAMA International. The second comercial kite magazin in German is "Sport & Design Drachen" coming out six times a year (the same as DRAMA). There are some club magazins: "Hoch hinaus" from the DCD (German kite club), "Fang den Wind" from the Berlin kite club, "Draco Viennensis" from the Austrian Kite Club Fly High (I am the editor of it), "Drachenpost" from the kite club Basel, Swizzerland and some other German club magazines, most of them are only for club members and friend (not commercial). >From France I know "Cerf Volant", Italy "Aquilonisti, Denmark "Dragesnoren", Netherlands "Vlieger" and there is one in Spain from the Barcelona Kite Club, but I do not know the name of it at the moment.
