The Washington State International Kite Festival is held the third full week (starting on Monday) in August in Long Beach, WA. This is in the southwest corner of the state, so it's near Oregon, but it's Washington. For 1996, the dates will be August 19-25. If you can be there, you should. This is a fantastic event. However, just a small correction to the thread subject line, Long Beach is in Washington, not Oregon. Albeit it's not very far across the Columbia River from Astoria, Oregon.
