Last week we reported that the Polish National Broadcasting Council (NBC) had ruled that their earlier decision to allow the single national commercial TV licence to PolSat was valid. The ruling came after several pirate TV networks, including Polonia 1, took the NBC to court over the January decision. Shortly after President Lech Walesa criticised the September 22 ruling and dismissed the NBC Chairman Marek Markiewicz and and Maciej Ilowiecki. The dispute centres around the decision to award PolSat the licence and disregard the applications of other stations because their capital was not entirely held in Poland. Earlier this week President Lech Walesa cut short speculation about the legality of his NBC dismissals by appointing two new members: retired General Henryk Andracki, former communications and information services chief, and Tomasz Kwiatkowski, an official involved in the abolition of the old Radio and Television Committee. Janusz Zaorski, whom Walesa appointed chairman of the NBC in July, has now adopted a confrontational course by refusing to sign the papers that would give force to the low-frequency transmitter license granted in January to the Polish-French Canal Plus coded pay-television company. Sejm Speaker Jozef Oleksy, asked by the eight original NBC members to defuse the conflict, said the president had made finding legal loopholes a specialty and had built his power on them, Gazeta Wyborcza reports. Walesa met on 27 September with the Sejm Presidium at the latter's invitation to discuss the dismissals. The two former Walesa associates, who are supported by most of the Sejm and a large number of Poles, have not accepted their dismissal and intend to continue performing their duties. Speaker Jozef Oleksy said the president's decision was predicated on "a very thin legal basis." Walesa insisted it had been "imperative" and denied he had been guided by low motives. The Presidium, enlarged by representatives of interested Sejm commissions, met later with the NBC, which agreed not to hold plenary meetings for at least one week pending the outcome of attempts to obtain legal clarification. Oleksy left open the question of whether the Sejm would consider bringing the president up before the State Tribunal should it transpire that the dismissals had violated the law. Canal Plus buys remaining VOX stake TS News Bureau London and Munich The remaining 24.9% stake in loss making German TV channel VOX has been sold to the French pay TV group Canal Plus. The Canal Plus stake matches that of media group Bertelsmann at 24.9% with 49.9% held by News Corporation with the remaining 0.3% held by DCTP. Earlier this week Der Spiegel reported that talks has taken place with WDR and Goldman Sachs about taking a stake. Earlier this month Bertelsmann said that it would like Canal Plus on board as a 10% share holders in Media Service GmbH, a joint pay TV company set up by Bertelsmann, Telekom and Leo Kirch. Deutsche Welle TV - non stop in 1995 Deutsche Welle chief Dieter Weirich announced on Friday that Deutsche Welle TV would be available 24 hours a day, worldwide in mid 1995. Currently the service is broadcast via a network of satellites around the globe for 14 hours a day. In Europe DW-TV uses Eutelsat 2F1 giving the US information channel WorldNet the remaining hours through a transponder sharing arrangement which allows DW-TV to use certain WorldNet channels for 2 hours a day. Deutsche Welle TV is owned by ARD and ZDF and is the international TV service of Germany. New multi-channels launch this week The latest addition to the Sky Multi-channel package, VH-1, launched on Friday night at 2200UK. VH-1 is a joint venture from MTV and BSkyB and models the VH-1 network in the USA with music videos and features aimed at an older audience than MTV Europe. The channel is encrypted with VideoCrypt and uses MTV's Astra channel 22. On Monday morning the new Sky Soap and Travel channels launch. They are making use of spare capacity on Astra channel 47. Country Music TV has moved across to channel 24 using the daytime hours whilst JSTV continues in the evening. CMT has now switched on scrambling and is available in the multi channels packet. New Russian rocket may launch next year A new Russian launcher, based on the SS-19 intercontinental ballistic missile, may launch as early as next year. The launch site is at Svobodny 18, a former strategic missile base near the Chinese border some 600 kilometers west of Khabarovsk that once housed 60 SS-11 missiles. The new launcher, known as "rokot" will be able to put small satellites into space from the new Cosdmodrome. Switch around on TDF - Two channels on the French DBS satellite have moved. MCM Euromusique now occupies the old CFi channel, 12.028GHz, whilst CFi has moved onto 11.722 GHz, the old MCM channel. The CFi relay on TDF is encrypted and meant for re-uplinking to Arabsat. Programme tip TNT present "Space Ghost Coast to Coast" every week starting next Friday at 2345CET. The programme is a chat show but with a difference. Space Ghost is the world's first animated chat show host. The programme, a Cartoon Network production for TNT, is described as the "ultimate chat show for the 90's containing wry wit of the yellow caped, black hooded interplanetary crusader with celebritery interviews, comic vibes and a heavenly set". Intelsat launch this week A Martin Marietta Astronautics Atlas rocket is set to launch the INTELSAT 703 communications satellite from Complex 36B, Cape Canaveral Air Station on Oct. 5. The two-hour launch window extends from 5:53 to 7:53 a.m. CET/BST. INTELSAT 703 is the second of INTELSAT's newest generation of spacecraft to be deployed in the Pacific Ocean region.It joins INTELSAT's in-orbit fleet of 21 satellites providing broadcasting, telephone, and business communications services to its global network, which serves more than 200 countries and territories. The latest launch extends the long- standing partnership between Atlas and INTELSAT dating back to the early 1970s. TS News Bureau Munich It's up to you whether to believe this or not : Europe will get a new porn TV channel later this year. We received word of a new, Italian based channel, using the Key TV system. The launch date given was a December this year. Key TV is compatible with VideoCrypt allowing VC decoders to descramble the signal with a smart card. In brief ... - New Turkish channel ? Satel 2 is broadcasting on the other half of Satel's a-tv transponder. - Our Munich bureau reports that NBC News uplinks from Haiti can be seen at 32 degrees West, 3.919Ghz, RH, NTSC, Sound 5.80 MHz. - Sky seems to be winning the current war with the pirates. So far all reports suggest that new pirate cards cease to work after just a few days when Sky change part of the code. - NBC Text has begun a limited service carrying a TV guide and subtitling information. English, Dutch and German teletext subtitles are on pages 497-9 for selected programmes. Next week a full news service is planned, backed up by reports from Reuters, and more sections. - Czech pay TV channel, Cable Plus, has begun broadcasting on Eutelsat 1 F5 at 21.5 degrees east. The frequency is 11.056 GHz, Horizontal polarisation. The signal is on a Eutelsat east spot beam meaning a very weak signal in Western Europe. The channel is believed to be on test currently with an unscrambled signal visible and test frame "IN-TV transmitts [sic] for Cable Plus". - The BBC World Service feed for the Arabic Orbit TV package is jumping around the sky. It usedd to use Eutelsat at 25.5 degrees east but this week has been on Telecom at 3E and Eutelsat 2F1 at 13E. - During the announcement of a whole years programming on the ITV network in the UK Marcus Plantin, ITV Network Centre director, said the loss of Premier League soccer to Sky Sports turned out to be "a blessing in disguise".
