the ip adressing is right in /etc/host

have you edited the /etc/inetd.conf file to allow connections to those ports/services? when you have then look in the /etc/hosts.allow file and make sure you have the ip of the windoze box listed.
issue the killall -HUP inetd to re-read the configs and try to telnet/ftp from windoze to linux.
